Build a fill plan, not just a time estimate
Start with a measured or design pool volume. A hose-flow assumption can be tested with a bucket and timer; utility water and sewer rates should come from the current bill or provider. Delivered-water pricing should state load capacity, minimum charge, source, taxes, access, transfer method, waiting time, and whether partial loads are billed as full loads.
Filling is also a construction and startup milestone. The responsible parties should coordinate shell or finish readiness, groundwater and hydrostatic precautions, inspections, water source, fill interruptions, chemical startup, equipment commissioning, and the person who records the initial water condition. Never drain or fill a pool contrary to project-specific professional or manufacturer instructions.

How do I measure hose flow?
Time how long the hose takes to fill a container of known volume, then divide gallons by minutes. Measure under the same conditions intended for the fill.
Will the utility charge sewer fees?
Policies differ. Ask the utility whether sewer charges apply and whether a pool-fill adjustment requires advance notice, meter evidence, or a form.
Is delivered water always faster?
Not necessarily. Capacity, truck count, travel, access, transfer rate, permitted source, site staging, and shell-filling instructions all affect the plan.
Can a new pool be filled immediately?
Only when the responsible builder, manufacturer, finish applicator, inspector, and other applicable parties say the project is ready. Cure, backfill, groundwater, inspection, or startup requirements may control timing.
Why is the result a scenario rather than a quote?
